Emplacement effective against infantry and light vehicles. Can shoot down aircraft.
The Flak 38 Anti-Air Emplacement is a Wehrmacht defensive structure. In skirmishes, it is available exclusively with the Luftwaffe Battlegroup. Once the Luftwaffe Pioneer Support battlegroup perk is acquired, the Pioneer Squad and Fallschirmpioneer Squad gain the ability to construct this emplacement in friendly territory. However, the emplacement itself also requires either the Luftwaffe Kompanie or the Panzergrenadier Kompanie to be constructed as a prerequisite.
Offensively, this emplacement is identical to the weapon used by the Flak 30 Anti-aircraft Gun Team. This means that it deals the same damage, with identical weapon stats like accuracy.
This emplacement does not need to set up before firing, and thus does not need to worry about arc of fire. While the player cannot face its weapon in specific directions (outside of using attack ground), similar to the UKF Bofors Anti-air Emplacement it has a fairly fast rotation rate and thus can rotate to face enemies in any direction.
This weapon is effective against infantry and light vehicles, though its lack of penetration means it will struggle against heavier armour. It is also capable of shooting at aircraft, making it an effective anti-aircraft weapon. Since it does not have to deal with limited arc of fire, it is generally more effective against aircraft over the mobile gun team.
Other differences between the emplacement and the gun team is that this is a static emplacement that is more durable to direct hits (compared to weapons crew), and as a structure it is completely immobile.

20mm Flak Emplacement
We are lowering the cost and population of Anti-Air emplacements. We do not want these emplacements to be very powerful on their own, but their current high costs make them compete with more powerful mobile options and their stationary nature means they are inevitably destroyed by concentrated assaults. The flak emplacement is having its range reduced in exchange for increased health and armor to match the recent changes to the Bofors. We want Anti-Air emplacements to support the existing battleline which requires other units nearby to support them in combat.
