The Nebelwerfer is a powerful artillery unit. As with other weapons team, it requires setting up before it can fire anything, and once set up can only fire barrages within its range and arc of fire.
Its Incendiary Rocket Barrage is notably different than standard high explosive barrages available to most artillery. As the name implies the Nebelwerfer's rockets will not only deal damage upon impact, but also leave behind lingering fire that will continuously damage any infantry and structures (including friendly) in the area for a duration. This means the Nebelwerfer is highly effective against infantry and structures in general, due to not only strong initial damage against these targets but also creating large pockets of area denial. The lingering flames are great for discouraging units from quickly repositioning back to the area, which is helpful for dislodging defensive positions like set up weapons, and preventing enemies from repairing or crewing abandoned weapons.
The Neberlwerfer's rockets are capable of doing significant damage to enemy vehicles as well, but only through direct hits. Its area of effect damage on non-direct hits will deal lackluster damage to vehicles, especially as much of its power is in its incendiary effects. The lingering flames do not damage vehicles.
This unit does not have an auto attack or attack ground feature, and thus is reliant on using its barrage ability to perform its role. Once the barrage ability is on cooldown, the unit effectively cannot do much until it is ready to fire again.

White Phosphorus Barrage: Active ability gained upon reaching veterancy level 1. At a cost of Munitions the Nebelwerfer will fire White Phosphorus rockets at the target location. Upon impact the rockets create clouds of white phosphorus that will block sight lines, similar to regular smoke clouds. However, white phosphorus clouds will also continuously damage any infantry and structures (including friendly) that stay in its area of effect. This type of barrage has a lot of overlap with the Nebelwerfer's default incendiary barrage, with the main difference being the creation of sight obscuring clouds. In general, the damage is similar although incendiary is slightly stronger against structures due to the flames lasting slightly longer.

Incendiary Rocket Barrage: Active ability. The unit will fire incendiary rockets at the target location. Has a large maximum range, but also a very large minimum range that is about half of its max range. As of result, positioning is important as it is possible to be too close to use barrages at a surprisingly far distance. Incendiary barrages deal impact damage as normal, but they also leave lingering fire upon impact, which deal continuous damage to infantry and structures (including infantry) within its area of effect. The lingering fire is great for area denial, discouraging opponents from repositioning back to the area too quickly, and is helpful for various purposes like discouraging crewing abandoned weapons or preventing repairs. As of result this barrage is very effective against infantry and structures, making it a great siege weapon for dislodging positions. The Nebelwerfer's rockets can also deal significant damage to vehicles on direct hits, but otherwise its area of effect damage on non-direct hits can be lacking to vehicles.

The Nebelwerfer can no longer stack fire damage on targets. This change is to reduce the massive damage caused by fire on units such as team weapons and emplacements that often were in multiple flame patches due to their stationary nature.
Fire damage no longer stacks. Units in multiple flame patches from the Nebelwerfer will only be damaged by one.
